The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Significant resources is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from across the border, a ability afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Not long after, a automatic firearm fired at a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, damage and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, no doubt, persist.

Political Considerations

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
